Kay has a broad practice in commercial, public and regulatory law. She also practises in some areas of common law and accepts briefs in personal injury matters. Since coming to the Bar, she has appeared in the High Court of Australia, the Federal Court of Australia and in State Supreme Courts and Tribunals. She is regularly briefed to advise government and private clients.

Before coming to the Bar, Kay was a Senior Solicitor at the Victorian Government Solicitor’s Office (VGSO) in the government and public law branch, specialising in regulatory, administrative and disciplinary law, and commissions and inquiries.
Kay has also worked at the State Revenue Office where she conducted civil litigation from tribunal to appellate level. Since coming to the Bar she has regularly advised taxpayers on issues of revenue law and objection and review rights.
Kay holds a Bachelor of Laws (Hons) and Bachelor of Arts from Monash University.
