Foley's List is thrilled to congratulate Steven Brnovic on his appointment as a sessional commissioner for the new Victorian Liquor Commission!
During this time, Steven is still be accepting briefs as a Barrister - alongside being part of the Commission to perform the regulatory, investigative and disciplinary functions conferred to it by the Liquor Control Reform Act 1998 and regulations.

Since coming to the Bar, Steven has been a fixture in public and regulatory law, discipline and employment law and licensing matters.
Steven has recently been recognised by Doyle's Guide as one of Australia's Leading Public and Administrative Law Junior Barristers 2021. Late in 2020, Steven was appointed by the Premier as Counsel Assisting the COVID-19 Hotel Quarantine Inquiry.
Steven has a strong presence in the Review and Regulation, Planning and Environment and Residential Tenancies lists at VCAT, as well as specialist Boards such as the Building Appeals Board and Suitability Panel. Steven appears for decision-makers and applicants in merits reviews, with special focus on matters under the Worker Screening Act 2020, Environment Protection Act 2017, Freedom of Information Act 1982, Building Act 1993, Road Safety Act 1986 and Children Youth and Families Act 2005. He has conducted judicial review proceedings with respect to VCAT decisions (both led and unled), conducted and defended summary prosecutions, and has a strong advisory practice, including with respect to jurisdictional errors, environment protection, occupational licensing and gaming regulation.

Victorian LIquor Commission
The Victorian Liquor Commission was established to perform the regulatory, investigative and disciplinary functions conferred to it by the Liquor Control Reform Act 1998 and regulations.
From 1 July, the Victorian Liquor Commission is responsible for the regulation of liquor. The Commission is supported in its functions by staff of the Department of Justice and Community Safety, within the business unit Liquor Control Victoria.
