Dr Freckelton is an experienced silk who practises in all areas of merits review of administrative decisions and appeals against first instance state and federal tribunal decisions. He has appeared in a wide array of administrative law cases, including a number of the major cases in relation to Victoria's Charter of Human Rights and Responsibilities, and cases involving allegations of discriminatory conduct.
Dr Freckelton has frequently been briefed by the Victorian Government Solicitors Office (VGSO) and by the Australian Health Practitioner Regulation Agency (AHPRA), the Victorian Institute of Teaching (VIT), the Department of Health and Human Services (DHHS) and the Victorian Taxi Directorate.

Fiona McKenzie practises mainly in the area of administrative law. She has a strong academic background which includes a Master of Laws at the ANU, where she submitted a thesis on international human rights law issues arising in the Australian Federal jurisdiction. She has written a book for practitioners and decision makers, 'Administrative Power and the Law', which has been reviewed favourably here and in the UK.
Fiona appears in a range of tribunals and courts, and advises clients on the lawful exercise of statutory power, natural justice, statutory interpretation issues, and how to achieve compliance in the administrative law or regulatory spheres.
Steven Brnovic

Since coming to the Bar, Steven has been a fixture in public and regulatory law, discipline and employment law and licensing matters. In late 2020, Steven was appointed by the Premier as Counsel Assisting the COVID-19 Hotel Quarantine Inquiry. In 2022, he was appointed a sessional Comissioner of the newly-established Victorian Liquor Commission, where he sits as a Tribunal member and on inquiries related to liquor-industry regulation.
Steven has a strong presence in the Review and Regulation, Planning and Environment and Residential Tenancies lists at VCAT, as well as specialist Boards such as the Building Appeals Board and Suitability Panel. He has conducted judicial review proceedings with respect to VCAT decisions (both led and unled), conducted and defended summary prosecutions, and has a strong advisory practice, including with respect to jurisdictional errors, environment protection, occupational licensing and gaming regulation.
