Kay has a broad practice in commercial, public and regulatory law. Since coming to the Bar, she has appeared in the High Court of Australia, the Federal Court of Australia and in State Supreme Courts and Tribunals. She is regularly briefed to appear in a diverse range of public law matters acting for and against State and Commonwealth Government clients.

- Federal and State taxation proceedings
- Statutory interpretation and judicial review of administrative decisions
- Corporate / regulatory offences and matters arising under the Corporations Act
- Planning and environment matters
- Privilege claims and suppression orders
- Commissions, inquiries and coercive examinations.
Before coming to the Bar, Kay was a Senior Solicitor at the Victorian Government Solicitor’s Office (VGSO) in the government and public law branch, specialising in regulatory, administrative and disciplinary law, and commissions and inquiries.
Kay has also worked at the State Revenue Office where she conducted civil litigation from tribunal to appellate level. Since coming to the Bar she has regularly advised taxpayers on issues of revenue law and objection and review rights.
Kay holds a Bachelor of Laws (Hons) and Bachelor of Arts from Monash University.
