Profile

Lucy M E Line practises in regulatory and disciplinary matters involving civil or criminal penalties. These include: occupational health and safety breaches; Fair Work Act breaches; proceedings regulating workers (especially in the legal, medical and teaching professions) breaches of the Corporations Act 2001 (Cth) and contraventions of discrimination law. Lucy also practises in employment law, public law, professional negligence and defamation. 

Lucy often acts for and against regulators. She has acted in proceedings where parties have included the Fair Work Ombudsman, WorkCover, Comcare, ASIC, AHPRA, Integrity Oversight Victoria, the National Heavy Vehicle Regulator, Consumer Affairs Victoria, the Victorian Institute of Teaching, the Architects Registration Board, the Victorian Legal Services Commissioner and the Trans-Tasman IP Attorneys Board.

Lucy is available to act in inquisitorial proceedings, having been briefed in the Commission of Inquiry into the Tasmanian Government's Responses to Child Sexual Abuse in Institutional Settings and the Inquiry into the Conviction of David Harold Eastman for the Murder of Colin Stanley Winchester. Lucy has acted as Counsel Assisting in compulsory examinations conducted by a Victorian statutory authority. She is also available for investigations, having conducted numerous complex workplace investigations, including in response to whistleblower disclosures. These have included investigating allegations of financial misconduct and breaches of child safety obligations. 

Lucy's employment law practise is international in scope, advising on employment disputes concerning international civil servants. Lucy has appeared in the arbitration of such disputes. She is also available to appear at the International Labour Organisation Administrative Tribunal. Lucy welcomes direct inquiries from international civil servants and their employers. Lucy also is experienced with domestic employment law, having acted for employers, employees and unions in general protections, unfair dismissal and discrimination claims. 

Lucy has a particular strength in advising on, and acting in, matters concerning legal ethics; she has served on the Victorian Bar’s Ethics Committee and is regularly briefed by the Law Institute of Victoria to provide ethical advice to solicitors. 

Lucy graduated from the University of Tasmania with First Class Honours in Arts and Law, and was awarded the University Medal and the prize for the Best Graduating Law Student, amongst other prizes. Lucy later read for a Bachelor of Civil Law at the University of Oxford. Lucy was an Associate to Justice Almond at the Supreme Court of Victoria. She is admitted as an attorney in California, and is also a member of the Tasmanian Bar, having resided in both places. She has taught ethics, employment law, and public law at Monash University as a Senior Fellow and also teaches at the University of Tasmania as an Adjunct Lecturer. Lucy has published several legal articles and has co-authored law reform reports. Lucy's published work has been referenced, for example, in the Final Report of the Royal Commission into the Management of Police Informants, 2020.
