Stephen O'Bryan KC (LL.B, LL.M(Melb)) was admitted to practice in Victoria and all Australian federal jurisdictions in 1982, and signed the Victorian Bar Roll in late 1983 having been Associate to Justices Sir Keith Aickin AO and later Sir Daryl Dawson AO in the High Court of Australia during 1982-1983. 

Stephen was elevated to the rank of senior counsel in 2003 and principally practiced in administrative, commercial and trade practices law. Between 2013-2017 he served the full five year non-renewable term as founding commissioner of Victoria’s public sector anti-corruption and police oversight agency, IBAC.

Following his return to the Victorian Bar in 2018, between 2022-2024 Stephen held the full time Victorian statutory position of Special Manager of Crown Casino, oversighting Crown Melbourne Limited's attempted return to suitability as Victoria's casino operator following the Finkelstein Royal Commission Final Report into its conduct. That role having now concluded, Stephen is available exclusively in alternative dispute resolution and government review work.
