Current practice
Rachel practises in public and administrative law, commercial and general civil matters. She has a strong interest and skill in statutory interpretation and legislative review.
Rachel welcomes briefs to appear and advise in all areas of public and administrative law, including judicial review, public interest immunity and suppression order claims. She is available to appear in all areas of VCAT including merits review, residential tenancies, privacy and professional conduct matters.
Rachel accepts briefs related to regulatory and enforcement proceedings, disciplinary matters and inquiries. She also has expertise in relation to family violence and personal safety intervention order proceedings.
Background
Before joining the Bar, Rachel was a senior in-house lawyer in government, focusing on court services. In particular, Rachel advised on privacy matters, statutory interpretation issues, regulation and policy responses.
Rachel also led legislative development projects, including the implementation of federal jurisdiction procedure at the Magistrates' Court following the decision of Meringnage v Interstate Enterprises & Ors [2020] VSCA 30. Rachel welcomes briefs from in-house counsel to advise government departments.
Prior to this, Rachel was an Associate to the Honourable Justice Quigley during her tenure as President of the Victorian Civil and Administrative Tribunal.
Rachel is reading with Haroon Hassan and her senior mentor is Kylie Evans SC.
