Best Practice Regulation: Interpreting the Powers of the Regulator

In this episode, Lucy Line and Ruben Clark discuss the principles of statutory interpretation, with a particular focus on how those principles can be applied in a regulatory environment.


Lucy Line practises in regulatory and disciplinary matters involving civil or criminal penalties. These include: occupational health and safety breaches; Fair Work Act breaches; proceedings regulating workers; breaches of the Corporations Act 2001 (Cth) and contraventions of discrimination law. Lucy also practises in employment law, public law, professional negligence and defamation.

Ruben Clark practises principally in employment law and industrial relations, regulatory matters, and administrative law. Ruben is available for both state and federal agencies. He also advises and defends businesses subject of investigation or regulatory prosecution. Ruben accepts briefs involving the review of government decisions, and in discrimination and equal opportunity matters, or those that engage human rights.
